He claimed he was born in Williamstown, WV, on 25 Sep 1875, to L. C. ARBOUR, who was born in Ohio and who then resided in Pittsburgh, PA. He reported his own residence as 105 South Boulevard in Tampa, FL, and his occupation as Traveling Salesman. His physical description is as follows: 6', high forehead, grey eyes, regular nose, medium mouth, round chin, slightly brown hair, ruddy complexion, oval face, and no distinguishing marks. On 10 Oct 1919, Merchant C. M. Davis attested to Fred's identification, claiming that he also resided in Tampa and had known Fred for 4 years. On 13 Oct 1919, Fred's mother, Mrs. S. F. ARBOUR, resident of 307 4th Street in Marietta, OH, also attested to his identification, claiming that he was born on 25 Sep 1875 in Williamstown, WV; she would know, as she was there.
